two people arrested in the murder of a 16-year-old boy. a news conference is just about to start. well, we begin today with the weather. light snowfall causes school delays today and trouble on our roads. snow we've got more snow coming. it is not over yet. hello, everybody. i'm pat lawson muse. this morning made for a dicey situation on the roads. we could have slippery travel with yet another storm, one that hits during tomorrow's rush. we have live team coverage this afternoon. adam tuesday is checking on the the side streets that still haven't been cleared. >> but we begin with veronica johnson. so what's up next, veronica? >> next again we're talking about more snow and more sliply travel. in this system not affecting the morning rush, but during the afternoon rush on friday. once again we'll get more accumulating snow. it starts around 2:00, 3:00 p.m., so tomorrow we're in it and it doesn't end until around midnight, so accumulating

snowfall. is the afternoon rush, the evening, the overyigt period, at least a good part of it. that snow will be light and powdery with accumulations of 1 to 2 inches. almost a similar situation to what we just moved through. light and powdery also means slippery. the areas near the bay could be in exec of 2 inches. and look at the radar. today's snow moved out, nothing new from the next weather system, but that storm system, our next one will be a fast mover. as we deal with the snow from early this morning, look at the temperatures, of course they're subfreezing. it's going to drop even lower. so whatever got a chance to thaw today will be refreezing. prince william at 28 degrees right now. your goodnight/wake-up

forecast will drop down to the teens and low 20s. know that late tonight, early tomorrow morning, the winds will be very, very light. that will allow the temperatures to drop in a hurry. more snow coming our wait starting friday afternoon. we'll have a detail map in a few minutes. getting in and out of your neighborhood may be tricky today, as many side streets won't be plowed. transportation reporter adam tuss is keeping an eye on the virginia suburbs for us. he joins us from falls church. adam, how is it going there? >> reporter: hey, jim, you can see roads like this. this is taylor avenue in falls church. it hasn't been touched at all by vdot. you can see the car with the snow on it, some icicles hanging down. the sidewalks over here haven't been touched at all. up to this point it's been up to the sun to melt the snow. that's because vdot says plow trucks are not coming to these back roads. >> the vdot policy is we

actually plow into subdivisions unless you have 2 inches or more. >> steve shannon says the main reason plows won't be hitting the back roads -- budget. >> if we went into subdivisions every time we had an inch or snow, it just wouldn't be cost-effective. >> reporter: plus he says plows with little snow on the ground could chew up the streets. granted we didn't get much, but what did fall has stuck. in a lot of cases it hasn't gone anyway. back roads and cul-de-sacs are still covered. the worry is whatever did melt could freeze tonight, making for a tricky right in the morning. back here now live on taylor avenue and falls church, in some cases vdot says it will put sand on they side roads, but that hasn't happened here. they actual us everything needs to slow down. reporting live in falls church, adam tuesday, news4. for the latest, download or

we'll bring you the latest information in the next hour with a live report coming up on "news4 at 5." senator john kerry appears to be on his way to an easy confirmation as the next secretary of state. he had a smooth hearing today before the foreign relations committee, and got emotional talking about his late father, who also served as a diplomat. >> i would take office as secretary, proud that the senate is in my blood, but equally proud that so too is the foreign service. >> senator kerry's testimony was briefly interrupted by a protest over u.s. relations with iran. he paused while that protester was escorted out, then acknowledged the senate is a place for voices to be heard. kerry famously testified 42 years ago about his opposition to the vietnam war. the full senate will vote on his confirmation next week. a big push on capitol hill today for sweeping new gun control legislation.

the measure wouldn't just reinstate the assault weapons ban, but also outlaw more than 100 other weapons. several democratic senators are working together on the bill describing the killings in newtown as a call to action. also today a group devoted to responding to the aftermath of sandy hook had its first meeting. nbc's jay gray shows us what both efforts hope to accomplish. >> we are here because of a tragedy. as such, i would request that we take a moment of silence now to remember those lost in newtown. >> reporter: the first meeting began with a moment of silence, though little has been quiet here since the massacre. >> we in contract contract at the site of the most recent and heinous event, have an obligation to make sure that voices are heard. >> reporter: voices that echo today in washington.

>> the killing there made us all look up and into ourselves, and say why can't we do something about that? >> reporter: in an effort to do something, today's senator dianne feinstein proposed new legislation that would outlaw 158 specific assault rifles, and semiautomatic weapons and limit ammunition clips to ten rows rounds or less. >> we should be outraged by how easy it is for perpetrators of these horrific crimes to obtain porful military-style weapons. >> reporter: feinstein points out her bill exempts 4200 sports weapons and recognizes those who own guns for hunting and home protection. a clear nod to the national rifle association, which has argued the second amendment forbids any weapons ban and recently called for increasing armed guards in schools. both sides now searching for answers. jay gray, news4.

here's a live look at the capitol, wearing a dusting of snow this afternoon. what fell this morning isn't melting, and guess what? there is more snow on the way. storm team 4 will have the latest in just a few. metro leaders want to build a new tunnel to keep up with growth, and they say it will cost a lot more money to make that happen. transit leaders presented their expanse plan to the board of directors today. the new tunnel would be built at the core of the metro system. they also want express tracks along the silver and orange lines in virginia. metro management tells us they need an additional $740 million aee, and they challenge local leaders to help come up with a plan. they all contribute to metro's budget. north korea is making a new threat against the u.s. announcing plans for more rocket launches and a nuclear test. that announcement made by the country's top military body on state tv. it comes a day after the united

nations imposed new sanctions. north korea is banned from developing missile and nuclear technology until sanctions dating back to 2006. the announcement today did not come with any time frame for the tests. a warning, especially during coal and flu season. we'll explain how the medicine you take to get better could make you more sick. and veronica is tracking the winter weather. she'll tell us when to expect more snow.

i'm keith russell. this just into the news4 live desk. the national transportation safety board just wrapped up a news conference about the investigation into battery fires on boeing 787 jets. here's what we have learned. the ntsb is trying to figure out if batteries came from the same batch that caused a serious air safety concern. it says it has all hands on deck for this investigation. those dreamliners remain grounded. those are the latest developments. we'll stay on top this story. in the last half hour, we've

in between that snow, we're going to have to deal with icy conditions on some of those untreated roads tonight, especially the secondary roads. 28 degrees is your current temperature. that's what i'm going for for a high tomorrow. just 28 degrees, the difference will be instead of getting rid of the snow, we're going to be getting some snow. around 3:00 tomorrow. we're 28 degrees, look at that dew point, 0 humid legitimate at 30%, the air very dry, so you're prably saying how do we get snow around here? it doesn't take a lot of moisture, when you have a weather system coming through to get that snow. you get those high snow ratios across the area, so a bit of moisture. about ig snow, the 1 to 2 snowfall amount with higher amounts south. look at our temperatures, 23 degrees gaithersburg, manassas 30 degrees, with windchill readings currently in the teens. running some ten degrees below the actual air temperature. they're going to go even lower

tonight. on the radar, we don't have anything shows up. dry throughout the entire area. the system we'll get tomorrow, a very fast-moving system, so we stay dry for the overnight. in fact clear i think until midnight. cold again, dropping down to 17, to about 21 by midnight, then tomorrow morning we'll be somewhere around 13 to 18 degrees, icy spots on area roads. we're dry for the morning rush. it's the afternoon rush we have to worry about. two fast-moving systems, these pretty far away, even at 8:00, the areas of low pressure making their way very quickly off to the east, so by the time we get to 3:00 tomorrow afternoon, there's your snow showing up. watch how quickly it moves through the area. this thing is in by 3rd, and out by 10:00 or 11:00, the amount of snow we could see throughout the area, so just over an inch in many areas, we're going for a pretty wide swath of 1 to 2 inches of snowfall here tomorrow. we get the cold air in here for sure on saturday.

sunshine, though, but again more slick spots, too, for saturday morning. let's talk about that snowfall. for gaithersburg, d.c. and areas around manassas, a broad 1 to 2 inch of snowfall. this blue area will see higher amounts and this area here, east of i-95, and right around the bay, where some of those snowfall amounts could be a little higher than that. around 2, maybe even close to 3 inches. so again a similar situation to what we just moved through this morning, coming up friday asp and friday overnight, your evening forecast, a clear sky, we're still cold, what it would feel like, 5 to 10 degrees, more important than the actual air temperature. we're at 13 to 18 degrees with icy patch toss watch out for tomorrow morning. so we've got to watch for that on the morning rush. the afternoon rush you're going to have to watch for the snowfall. a lot of folks will be heading on home by around 5:00, 6:00, already by 3:00, there could be

may have clipped wings. it was pulling up to the gate when it may have come in contact with a plane. no reports of injuries. prince george's county police have just announced the arrest of two teens in the murder of 16-year-old marcus antonio jones. jones was shot and killed outside a party in ft. washington on saturday night. police identified the suspects as 17-year-old akile, and 19-year-old quante fisher. police say the violence was gang related and they are actively looking for a third suspect. right now it looks like smooth sailing for senator john kerry on the way to becoming the next secretary of state. he testified for several hours today before the senate foreign relations committee that he chairs. his colleagues praised his service. he's expected to be confirmed next week. right now storm team 4 meteorologist veronica johnson has the latest on the snow that's coming our way.

round 2, veronica? >> right, around 3:00 p.m. tomorrow. this will advantage to the east, like the last storm, this is an easy type of snow to clean up out of your driveway, more pushable, very fluffy, very drive. through the next bout of snowfall, the temperatures, though, very low already, and we're going to be dropping down into the teens and low 20s by tomorrow morning. like at gaithersburg. you folks over in cleveland, you're at 28 degrees. college park coming in at 27. buoy at 25. fairfax at 26, around reston and annandale. they're away 12 degrees. hometown forecast for district heights, pretty indicative of what much of the area will be seeing, the sky clearing by 11:00 p.m., temperature by 20,

feeling like 10 degrees by 11 p.m., you can see the cloud cover moving in, the windchill at 9:00 degrees. tomorrow morning dry, nothing falling from the sky, but we'll have to deal with what's already on some area roads, the secondary roads. there's your snow coming in, 2:00 tomorrow, some breaks in the cloud cover until that snow really gets going after 3:00, 4:00 tomorrow, it doesn't end under midnight. if you're tired of the cold, we have cold through the weekend, but then a warm-up. wait until you see the seven-day forecast. >> thanks, veronica. the main roads are clear, but the threat of more snow on the way is hanging over the heads of commuters. megan mcgrath spent the day in southern maryland, where drivers say it wasn't so much the amount of snow it felt, but the timing of it. >> slick spots continued to plague drivers throughout the morning rush hour, but as road crews plowed and spread salt, there was improvement on major roads.

stick, his famous stick, to size up the impact of the snow. a student facing charge on the campus lockdown. brian harriston confessed to make a false report. he called 911 claiming he had seen a gunman on the southwest virginia campus, officers from several nearby department flooded the school and searched building by billing. harriston is now barred from campus pending a review of the charges. the jury is selected and opening statements are not set to begin in the trial of a maryland man accused of killing a north carolina teen. michael johnson is charged with murder in the death of 16-year-old felicia barnes. back in december of 2010, prosecutors say johnson killed barnes in her sister's apartment in baltimore, then used a large tub to move the body. authorities found he body several months later. johnson has pleaded not guilty. . the military is throwing out a rule that's been in plate since the mid '90s.

today leone panetta lifted the ban on women serving in combat units. he says everyone who wants to serve should be given the chance, but he adds, they will have to meet the same qualifications of their 345e8 counterparts. steve handelsman joins us live with reaction to this big change. hi, steve. >> jim, thanks. good afternoon from the hill. we're looking for reaction, a lot of eyes talking to tough-talking war hero senator john mccain, who said allowing women in combat units is the right thing to do. for women like these, in boot camp at parris island, the change will open up more than 200,000 jobs that had only been available to mental. no changes will be made in toughness or strength standards for women. >> if they can meet the qualifications for the job, then they should have the right to serve. >> reporter: defense secretary leone panetta pointed out 150 women have been killed in

combat, serving in iraq and afghanistan with men. >> they're fighting and dying together. and the time has come for our policies to recognize that reality. >> reporter: women can move immediately to medium-sized combat brigades as pilots, medics and the like. small front line combat platoons will not be open to women, maybe for years until commanders can propose specific units that might remain men only, like the navy s.e.a.l.s or delta force commandos. retired lieutenant general jerry boykin says that all front line units ought to remain closed to women. >> my concern is that the primal living conditions, the rudimentary environments that they're in provides for no separation between sexes, and therefore puts both men and women in very humiliating situations. >> jennifer hunt, whose humvee was blown up in iraq action got

as if the flu wasn't bad new, the cdc says a new strain of nor ovirus is sweeping the country. nor ovirus is the leading cause of symptomation illness. more than half of nor or virus outbreaks were caused by this new strain. doctors say new cases typically peak in january. that's now. the virus is extremely contagious, and experts recommend disinfecting surfaces and more frequent hand washing. there you go. a warning from doctors during this current epidemic,

an 18-wheeler blows through a railroad crossing, gets rammed by a train, then veers you've scroll. it happened in northern vermont tuesday. surveyian cameras from a nearby gas station caught the whole thing. miraculously no one was injured. the truck driver says he was distracted by another car, but police looked through the sur y surveyian video and didn't find anything that could have taken his focus off the road. the truck driver was cited for causing the crash. a woman is out of jail. earlier this week we told but robin hall who was arrested as she got off a disney cruise on a warrant that dates back 22 years. she never paid the fine for shoplifting cigarettes when she was 18. the judge said she served enough jail time to fulfill the community service requirement.

a florida mom is taking school security into her own hands. approaching officials with a proposal to provide an armed guard. nbc's michelle meredith tells us how people are reacting. >> reporter: in most counties there are school resources officers in the high schools, middle schools, but not elementary school. for one mom that simply was not good enough. she's decided to foot the $22,000 bill for a deputy to guard her daughter's elementary school for the rest of the year. in fact the deputy at old kings limit tear is already on duty. >> i think it's fantastic. i'm surprised. i think it's great, though, for the kids. >> reporter: >> reporter: surprised why? >> it's expensive for one parent. >> reporter: the superintendent sis the parent approached the school board after the massacre
